The "Spinning Blade" can be found on the Graveyard Plain. When you're ready to add this weapon to your arsenal, head to the Site of Grace at Scorched Ruins and from there, move northeast towards the distant pillars.

Near these pillars, there is a structure with a glowing item in the center, which is indeed our "Spinning Blade." Be mindful of the enemies patrolling this area. You may need to deal with them first before you can claim the weapon. Once they are defeated, the "Spinning Blade" will be yours.
